Who actually makes TaoTao? The factory changed

TaoTao is one of the most recognisable names in budget American powersports, and one of the most misunderstood. The federal record shows two factories, overlapping for most of a decade.

TaoTao is one of the most widely sold names in American budget powersports — scooters, ATVs, go-karts, dirt bikes — and one of the most persistently misunderstood. Ask who makes them and you will get confident, contradictory answers.

The federal certification record settles it, and the answer has a wrinkle: there are two factories, and for most of a decade both were building at the same time.

The short answer

Taotao USA Inc. certified 109 machines with China-built engines across 2009–2018, covering 167 distinct model designations. The engines came from these two manufacturers:

  • Jinyun County Xiangyuan Industry Co.,Ltd. 2011–2018 on the record overall, supplying this brand only
  • Zhejiang Taotao 2009–2027 on the record overall, supplying 3 American brands in total

The year-by-year record

This is where the usual answers break down. It is not a clean handover from one factory to another — the two overlap for most of the period.

Read across that table and the pattern is clear. Zhejiang Taotao alone in the earliest years; a second manufacturer, Jinyun County Xiangyuan, appearing from 2011 and running alongside it for seven model years; then the later filings on the record naming Xiangyuan only.

So “who makes TaoTao” has no single answer even within one model year. It depends on which machine.

Why the question is confusing

Three things compound to make this harder than it should be.

The importer and a factory share a name. TaoTao USA and Zhejiang Taotao are not the same company, and a second factory with an unrelated name built a large share of the machines. Anyone reasoning from the badge alone will get it wrong.

Model designations are numerous and similar. 167 distinct designations appear across the certificates, many differing by a suffix. The name on the bodywork is often not the name on the filing.

The overlap is invisible from outside. Two machines bought the same year from the same dealer under the same badge can have engines from different manufacturers. Nothing on the machine advertises which.

What this means for parts

Mostly, it means the model year matters more than the badge. A component correct for one TaoTao is not automatically correct for another of the same nominal size from a different year, because they may not have come out of the same works.

It also means the usual shortcut — find another owner with “the same” machine and copy what they bought — is less reliable here than in most places. Check the model year and the engine family, then measure. A shared factory is a lead, not a guarantee.

Working out which one you have

  1. Find the emission label — on an ATV, under the seat on the frame is the usual place. Other body styles here.
  2. Read the engine family number. The first character is the model year; the rest decodes like this.
  3. Look the code up. The record will name the manufacturer on that specific certificate.
  4. Then check the full brand page for every engine family and model designation filed under the name.
