Same factory does not mean same part
This registry can tell you that two American brands sold machines built by the same Chinese factory, in the same year, at the same engine size. That is genuinely useful. It is also not a fitment guarantee, and treating it as one will cost you money.
What the federal record actually proves
An EPA certificate is an emissions document. When two importers name the same Chinese company as the engine manufacturer, what that establishes is narrow and specific: the engine in both machines came off the same production line, and both were certified to the same emissions standard at the same displacement.
That is the whole of it. The certificate says nothing about:
- who supplied the carburettor, the CDI unit, the stator or the regulator
- which variator, belt or roller specification the assembler fitted that month
- frame dimensions, wheel size, brake type or bodywork
- whether the importer specified changes for the US market
Why part numbers do not help
On a Japanese or European machine you can usually cross-reference a stamped part number through a manufacturer's catalogue. That method does not transfer here. Chinese powersports assemblers buy components from multiple suppliers, switch between them on price and availability, and frequently do so inside a single model year without changing any published designation. Two machines with the same badge, same year and same engine family can leave the factory with different belts.
The specialist retailers in this market say so themselves. That is the trade's own working method, published by a company whose commercial interest would be better served by a simple yes.
How to verify interchange properly
Take the old part off before you order the new one. This is tedious and it is also the only method that works. What to measure, by component:

A worked judgement
Suppose you own a 150cc scooter from a brand that stopped importing in 2014. The registry shows the engine came from a factory that, in that same model year, also supplied four other American importers at the same displacement — two of which are still trading.
What that changes:
- Worth trying. Engine internals, gaskets, the variator assembly, the belt, rollers, the CDI, the stator. These are the parts most likely to have come from the factory as a unit.
- Measure carefully. Carburettor, exhaust, wheel bearings, brake shoes. Frequently sourced separately by the assembler.
- Assume nothing. Bodywork, frame parts, wiring loom, instruments, lights, seat, mirrors. Often specified by the importer and rarely shared.
None of this is a guarantee. It is a ranking of where your odds are best, which is a great deal better than starting from nothing.
If you get it wrong
Buy from somewhere that accepts returns on unfitted parts, keep the packaging, and do not fit anything you are unsure about. The cost of a wrong belt is a return postage label. The cost of forcing a wrong bearing into a hub is the hub.
