How to read a Chinese scooter VIN, character by character

What each of the seventeen characters means under US federal rules, and the two traps that make a motorcycle VIN harder to read than a car one.

The problem it solves

Free VIN decoders return nothing useful for these machines, and the ones that do return something are often guessing. The structure itself is defined by federal regulation and can be read by hand — but two rules that most decoders ignore apply specifically to motorcycles, and both produce confidently wrong answers.

A VIN on a US-market vehicle is not a serial number with extra characters. Its structure is set out in 49 CFR Part 565, and once you know which positions carry which meaning you can read most of it without any tool at all.

Two things make a motorcycle VIN harder than a car one, and commercial decoders routinely get both wrong. The first is the model-year character: it repeats on a thirty-year cycle, and the tie-breaker rule that resolves the ambiguity for cars does not extend to motorcycles. The second is the low-volume manufacturer rule, which moves the serial number to different positions — and small importers, which is most of this market, are exactly who it applies to.

The mistakes this sheet exists to prevent

  • Trusting a free online decoder. Most return nothing for these machines, and some return a confident guess.
  • Reading position 10 as the model year and stopping. On a motorcycle that character cannot fix the year on its own.
  • Assuming positions 12 to 17 are the serial number. If position 3 is a 9, they are not.
  • Reading an I, O or Q. Those three characters cannot appear in a US VIN at all — you are looking at 1, 0 or 0.
  • Assuming the first three characters name the factory. They name whoever registered the vehicle for sale, which is usually the importer.

How to use it

  1. 01Write the VIN into the grid one character per box before you decode anything.
  2. 02Check for I, O and Q first. Finding one means you have misread a 1 or a 0.
  3. 03Decode positions 1 to 3, then 9, 10 and 11, then read the notes on what position 10 cannot tell you.
  4. 04Confirm the year from the certification label or the title, not from the VIN alone.
