Who actually makes Zxmco Usa, Inc.?
Zxmco Usa, Inc. did not use one factory. Across 2008–2009 the engines came from 3 different Chinese manufacturers — so the answer depends on your model year.

What the Zxmco Usa filings say about the engines
Every Zxmco Usa filing on record is carburetted — 7 certificate rows, 2008 to 2009, and not one fuel-injected engine among them.
The engine codes on Zxmco Usa's test vehicles —4 distinct across the filings — are led by ZX145, ZX167FMM, ZX156FMI and ZX163FML. The code is stamped on the crankcase and is a better search term than the badge.
3 of the 7 filings are 50-state (California-legal); the other 4 were 49-state only.
Rated power across the range runs from 2 kW to 11.5 kW (about 3 to 15 hp).
The vehicle builders named are Jiangsu Zhongxing Motorcycle Co., Ltd. and Jiangsu Zhongzing Motorcycle Co., Ltd. — the chassis and the engine do not always share a source.
Each figure is read straight off the EPA certificate rows; the per-family pages below carry the full breakdown for every engine family.
